At this stage of the development at the Reserve the main road leading up to the top of the property has been constructed creating a large cut through valuable wildlife habitat. None of this work should have been done [because] changes might still be made to the final plat 

Furthermore, the proposed 1/3 – 1/2 acre lots are significantly smaller than the 2.5-4 acre lots in the surrounding neighborhoods of Aspen Lakes and Heritage Estates subdivision to the west edge.
